My understanding is that DJ7AA's host HP1XX (former HP1XVK) has not
told the many German hams that come to visit and operate at his place,
including DJ7AA, that they need to get permission to operate from the
Panamanian authorities first, as Panama is not a signatory to the CEPT
regime. There have been complaints about this to the ARRL by the
Radio Club de Panama in the person of HP1AC and HP1BYS, who included a
letter from their authorities as a part of their presentation. So I
doubt that documentation will ever be forthcoming: there isn't any.
