YI9LZ was active too, but is also not approved - for the same reason, no docs.
I'm a bit surprised that DXCC can't get at it another way: My 
understanding is that YI9's are officially licensed by the coalition. 
Couldn't DXCC request that list, and accept all officially licensed 
stations? Of course, there might be some YI9's who are not legally 
licensed, but then they wouldn't be on the list. Or perhaps the 
coalition might not be willing to give DXCC the list?
