It was a message to Ohio-Penn, by K2FF who in turn was quoting from
something called the 'International Mail Manual'.
My local postmaster, who is extremely helpful has never heard of such a
beast, and his enquiries elicited the response 'from above' that the
current IRC's will, as you say, be worthless after 31.December this
year.
However, if anyone wants them once they have 'expired' I will be more
than happy to sell them on at 
about 1ドル-50 inclusive.
The old style [small] will still be valid as they have no expiry date
shown. [thank goodness because I got two of them today issued in 1990 ]
