Hi, Hamad, 
I understand exactly. You need their card for countyhunting but they
only want your confirmation for DXCC. It is the same as getting an MRC
(mobile reply card) from a countyhunter where you sign the card and
send it back. Doesn't help you a bit if you need THEIR county.
If you get on LOTW, you will miss out on some counties you need.
I see you are not listed on the Special Needs page at
http://www.cquest.com/cgi-bin/flynn/needs.pl. Have you tried that?
When I hear you on the air, I try to spot that you are countyhunting.
You gave me my first 9K and first buro card, I gave you Green County
Wisconsin from my mobile. I'll never forget that QSO.
