Casey, that exists, to some extent. Ask the postal employee to open to the IRC section of the 'IMM' (Int'l Mail Manual)...it's all there,
Most employees at the USPS NEVER deal with an irc. When I redeem...I tend to go to the same place, as they've cut their teeth. If you mention IRC to a clerk, you ether get a 'dumb look' or they tend to run....especially if you're redeeming, as it's not an easy process for the clerk (or the person exchangin them!)
