Or make sure you have the relevant citation from the USPS International
Mail Manual with you when you go there. If the web site works, you can
see the section in the IMM related to IRCs at:
http://pe.usps.gov/text/Imm/immc3_007.html
Put the URL into Google and look at its cached copy, if the USPS site
isn't working. Scroll down to "372 International Reply Coupons". Or
just print out that entire section (the web site has been updated for
the recent rate increases - IRCs are now US$ 1.85 and may be redeemed
at 84 US cents per IRC) and have that with you. It also mentions that
IRCs without the postmark from the issuing country are still usable at
US post offices.
