Thanks for the responses...here is the reply summary.
1. Manager HA8IB does not respond to emails.
2. Manager HA8IB does not respond to IRCs. The IRCs
received must end up in another 'fund'.
3. Manager HA8IB wants TWO green stamps. Also see his info
from QRZ.COM which I pasted below. 
4. Some have had to send twice.
5. Some have received their cards and some have not
probably due to conditions as noted above.
Please do not send QSL via Bureau but only direct via HA8IB.
No E-QSL!! Instead of the regularly used IRC of value 1.75

be printed by April 22 thus QSLs will be posted after this
date. Thanks for your patience.
