I have found that sending to any entity that is part of the French
postal system is simply a matter of putting the correct French postal
code and "FRANCE" on the envelope. Not "Via France" or any other
country name on the envelope. St. Pierre and Miquelon, Reunion Island
and Mayotte to name a few all worked with just "FRANCE" on the
envelope. Once it is in the French postal system, they will route it
correctly based on the French postal code.
