Thanks for everyone's replies to my forward of N0KE's email. I will
offer Phil a hand in getting his logs on LoTW. We hear many people
complain about "how hard it is" to get on LoTW, but that is another
topic in itself.
However, in Phil's defense - he was in a pretty serious auto accident in
May. Had the oncoming driver hit him another 12" towards the back of
the vehicle and he would probably be an SK. Photos can be seen at
www.ppdxg.com, then click "Photo & Video Gallery". I know he's still
going through physical therapy, but making progress. 
In addition, he recently (in the past couple of months) moved from his
QTH in Vail to a new QTH about 50 miles West. So he has been quite
preoccupied with other "life" activates.
I'd suggest patience. He may also be open to the idea of a manager if
somebody where to offer their services.

Hi Kelly:
You could suggest to N0KE that he consider the fact that people will get
pissed off over non-QSLing (especially explicit non QSLing), and that
will adversely affect his contest score in the future. I don't need TI
on any band/mode but plenty of his contest callers will. MANY of the
people who work us in DX contests do so because they want a QSL card,
not a contest point. I knew I had to clean up my act 20 years ago when
my contest runs into Europe were interrupted by callers complaining that
they hadn't received my bureau QSL cards yet. And as for trying to
figure out how to use LoTW, I'll have my 11 year daughter volunteer to
help him out - she also at age 5 right away figured out the Palm Beach
County Gore/Buchanan butterfly ballot. Finally, complaining about
W3HNK's LoTW QSLing habits seems very strange, considering that Joe is
probably the world's foremost and reliable QSL manager.
