[Dx-qsl] Bad spots on DX Cluster Spotting

Peter,
This is exactly the sort of thing my original message was dealing
with -- those spots which show up on the DX Clusters which should
have never been posted as DX Spots in the 1st place. They are
announcements but the originator is either too ignorant to understand
that or they are on some sort of ego trip just wanting to see their
call sign on the Cluster.
What is needed is for those nodes which allow such bogus DX spots to
be disconnected from the network until such time their SYS-OPs take
control and police the activities of their users.
