[Dx-qsl] Several IRCs

It's fortunate that we do have surface mail still available from the UK, 
though I'm not convinced how reliable it is.
For example, only this morning I received QSL requests from a Japanese 
station for two QSOs with 9M0C and nine QSOs with D68C. That amounts to 
four, four sided cards weighing in excess of 40 grammes. He only 
enclosed two IRCs, which is insufficient to cover the airmail postage 
for that weight. It is only just sufficient to cover the surface mail, 
"printed paper" rate charge.
Had the surface mail option not been available, I would have had no 
option but to return one of his D68C cards via airmail and the rest via 
the bureau - and I'm beginning to suspect that the bureau system is even 
less reliable than surface mail!
Who would be a QSL manager!
