[Dx-qsl] Obsolete data in Radio Amateur Callbook

When sending out DX QSLs, I always look for the address on QRZ.com, on
Buckmaster, and in the Winter 2005 Radio Amateur Callbook.
In the great majority of cases, I use the address from QRZ.com.
Occasionally, I will have a station that isn't listed on QRZ.com and I
use one of the others.
While the 3 addresses frequently are identical, if there is a major
discrepancy it seems to be the listing from the 2005 RAC CD most of the
time.
I've long suspected that the RAC listings are likely to be out of date
(rather than more up to date), but never saw conclusive evidence of that
until today. I was looking up UA1FA, the manager for 4L/UA1AMM. QRZ.com
and Buckmaster both have the city as St. Petersburg. RAC still lists it
as Leningrad! How many years ago was that name changed?
