I'm sorry Mike, I have to dispute that.
One of the stations I manage is in YO land.
He sent copies of his certification to the ARRL and the certificate was issued. It only 
took the time for the mail to travel.
As I do his hardcard qsls, he simply sends me his .adi logs and I upload them from here.
I'm sure if you emailed Wayne Mills, he would help you apply for the certificate.
Hopefully you will reconsider and join us in LoTW, as we really need your participation.
I don't believe that it defeats the philosophy of the system either.
MANY, MANY qsl managers are now submitting the logs for the stations they manage to LoTW 
and this has resulted in the DX & Contest people to obtain the credit they need.
