John,
Simple and almost perfect plan. However
there are lots of buraus there who have
different policies (from destroy, hold, archive,
send to another DX bureau who have returnign policy,
or to send the returnign cards to the originating bureau).
In simple terms it is not easy to give a general
rool without understandign the policies of your
own l QSL bureau.
With declining number of members in national
organizations, most of bureaus will move to
pay-per-service policies, and it will be up to you
to decide how to handle retrning QSLs.

Thanks to all who replied. The unanimous opinion was to mark them NIL
and send them back.
