[Dx-qsl] buro cards

I QSL every QSO for which I want a card, and I answer every card I get that wants mine. If I get a
card request thru the buro or without an SASE, I know they're not in a rush and I respond via the
buro. If it's me that wants the card, it's me that should pay the freight. If the DX has a manager,
that's a blessing. If it's a stateside manager, it's a super blessing. For stateside managers, in
the past I always included an SASE, but I haven't always included a green stamp... gotta change
that. I guess these guys work for satisfaction, a feeling of contributing, and other motives of
their own... but it seems only fair that we who want the cards should help them minimize their
out-of-pocket.
