[Dx-qsl] buro cards

Thats exactly what I do and will continue to do. If after 4 years the JA
buro hasnt delivered the card, then I will assume the JA buro is not
working and will therefore not send anymore cards to that buro. I do not
use the arrl outgoing buro. I send direct to that countries buro...cheaper,
faster.
