Being a QSL manager is no easy job, but I must say it is rewarding if you
see the cards you manage being claimed at the DXCC desk during a ham fare.
If you don't want to send QSL's for same band/mode/call after each contest
there are tools available which prevent the label to be printed a second
time e.g. BV Software. Not all buro's work efficient and cards get
"temporary" lost e.g. a box in a dark corner and one day they find it and
all the sudden you get cards claimed for a 2nd time. It happens to me all
the time. But again that is your job. If you can't deal with that I think it
is time to pass on the job to someone else. Contest QSL's of course you can
also upload to LoTW week after the contest. The better the LoTW system is
accepted world wide the less paper QSL's will be exchanged.
To save QSL printing cost we print multiple QSO's for one call on one label,
what if someone store their QSL's in 2 maps, they often request a second QSL
so they can fill the second map as well rather than making a photo copy of
the first one. I don't like it but it happens.
Also make sure you have an efficient system of working, that can save you a
lot of time processing the cards. Maybe you have a helper who you can give a
pile of cards and mail him the logs via internet, collect the log back and
print the labels, at least you save time on the registering time. Or someone
to sort the cards if you are managing multiple calls.
So Mr. QSL managers, stay positive, because if we don't do our "job" anymore
no one will get their rare QSL's and many time the direct QSL's is part of
the funding of a DX-pedition. Without that many DX-pedition simply will be
too expensive to finance.

JA's, DL's as well. The other thing I get, particularly for the contest
stations...is a QSL for EVERY QSO..regardless of how many times they've
worked (and received QSLs) and received band/mode confirms.
I think in both cases the bureau is FREE......thus the cost to 'print the
cards' is all it is....i'm getting to the same point you are ROn.
