[Dx-qsl] funky qsl counter on lotw

last week, i reported that the qsl counter didn't seem to keep up with the 
qsls that piled up in my lotw qsl list.

after pulling 2 report files and comparing them, i'm very happy to report 
that, just as some suspected, the seeming difference was caused by stations 
resubmitting the same qsos. the first time the qso was qsled would be deleted 
from the list and the new one kept, at the top of the list, with no change in 
count.

ah, one of the mysteries of life solved at last. if only they would all be 
that easy to explain.
