[Dx-qsl] JARL QSL bureau policy change effective February 2006

JARL QSL bureau will impose the following policies on forwarding QSLs,
effective February 1st, 2006:
(Note that the following "JA callsign" includes JD1 and other callsigns
under Japanese administration, and the QSL sender must be a JARL
member.)
1) JARL member's JA callsign -> JARL member's JA callsign: 
 no extra fee
2) JARL member's non-JA callsign -> JARL member's JA callsign: 
 no extra fee
 (until January 31, 2006: 
 JPY3600/yr subscription required for each non-JA callsign)
3) JARL member's non-JA callsign -> non-JARL foreign callsigns: 
 JPY3600/yr subscription required for each non-JA callsign
The policy change will be made on 2) listed above.
This is a preliminary non-official information from Yutaka, JQ2GYU,
directly heard this news from JARL representative, though the
distribution of this information is unlimited.
