[Dx-qsl] German postage raise from 1st Jan 2006

Does 1 (one) IRC still work for DLs from out of EU?
I often include 1 (one) IRC and 1 (one) US$ as small donation for
the QSL managers in Germany.
Does it still make sense for them?
