[Dx-qsl] QSL via JARL

If you're trying to send QSLs via JARL bureau from the USA, you may have
two choices: 1) join the local outgoing bureau and let them forward the
QSL, or 2) send QSL cards ONLY (no GS or IRC or anything else) to
JARL QSL Bureau

JARL QSL bureau is only allowed to forward QSL cards to/from JARL
members who subscribe the service per callsign.
