[Dx-qsl] XF4IH FINALLY

On the anniversary of my last QSO with XF4IH the needed cards finally 
arrived.
This after three attempts.
First sent cards and donation in April with no results.
Then learned of mail "problems" so a second atempt was made via a group 
mailing via registered mail to the PO Box address in November.
No results after that effort, so a third and final attempt made via 
registered mail in a plain brown envelope to the home address. 
I have no idea which effort finally yielded the needed cards, but would 
suspect it was the third effort, especially if no one in the group mailing has 
received their cards yet.
Happily it was a new one on rtty and also 160 for #100 confirmed for that 
band.
But the repeated losses due to mail "problems" indicate a future need for a 
manager in a more secure country for efforts from some central and south 
American countries as well as many eastern European countries. 
Over 25ドル. is getting a little pricey for two pieces of cardboard. But it's 
the price to play the game in some instances. May be the new record for this 
operator.
