[Dx-qsl] help for QSL-managers

Andreas and the other SWLers,
I asked JARL about the QSLing of the special stations of JARL, and I've got
an answer from JARL.
You can send and receive the cards via buro!
When the buro receive the QSL/SWL to 8NxHQ or any other special station
managed by JARL would be forwarded to the registered QSL manager, and
he or she should be responsible for QSLing.
This is the answer from JARL.
