$ are OK to NIAR. I spoke to VU2MY a few weeks ago on the phone and he
basically told me that NIAR has been authorized by the government. It
sounds like it would be illegal for an individual VU ham to be in possession
of $ but those organizations with governmental approval are OK.

Subject: [Dx-qsl] VU4 question
Hello All,
I recently read that mail was coming into the N.I.A.R. in India without much
difficulty and that in addition to IRC's they were receiving green stamps in
the same envelope.
I know that green stamps were not allowed in India but I'm wondering if some
type of special dispensation has been given due to the tragedy that occured
with the tsunamis.I'd like to include a few bucks in the envelope but don't
wanna upset protocol or cause any problems for the VU4 ops (they've had
their share already).
I also read that there was some possibility of a stateside manager..any info
on that?
Thanks!
