I've been keeping up the IRC/GS chart for a while now.

>From all the emails/notes from hams in various countries I've learned a few things.

Even though the International Postal Union seemed to agree to the same rules:
1. Those rules are open to interpretation by each of the signed countries,
2. Those rules are open to interpretation by different post offices within the same 
country.
3. Those rules are open to interpretation by different postal officials within the same 
post office.
4. The variance in rule interpretation is directly proportional to the distance from the 
capital city to the local post office/official.
Previously I used GS except where instructed by the ham not to.
Now with the fluctuation in currencies, I'm finding IRC's are more useful.
Basically, use what works for you, and if it stops working, try something different.
Good luck and keep reporting those success and failures.
If I read of a success, I try to mark it for future use.
