I must admit that I'm baffled by the effort that so many people put
into understanding and using IRCs. As comments from John K9MM clearly
demonstrate, it's a big confusing mess, which all seems totally
unnecessary to me. Two Green Stamps work extremely well everywhere in
the world, including (at least for me) places where they are
nominally illegal - presumably they never get cashed there, just used
by the recipient for his/her own QSLing. (It goes without saying that
Green Stamps should be well hidden in a boring-looking QSL mailing,
with no hint of amateur radio, and no attractive postage stamps).
Same goes for trying to figure out the appropriate mint postage
stamps to send someone. Rates change almost daily.
I've used one or two Green Stamps almost all my DXing life, and my
return ratio for wanted low-band countries more than 3 months old is
100%.
