There are two different rates here: media mail (equivalent of 4th class)
and Bound Printed Matter, which is even cheaper. QSLs don't fit in either
rate rate class, however. You would have to use a higher class. The
cheapest would be parcel post.
Me? I'd send them Priority Mail for the extra speed and let them pay for
the box and tape! If you REALLY have a lot of cards to send to the buro,
the USPS now has an 8x10x10" flat-rate box that ships for 7ドル.70, regardless
of weight.
