[Dx-qsl] Serbian Postage rates (redux)

I was in contact via e-mail with a Serbian station today asking about 
postal rates. It appears as if the rate is only one Euro for the US, not 3 
Euros as was previously believed. Consequently, 2ドル should be sufficient, 
though for my next batch, I'll likely use an IRC. My return rates from 
YU1-land are still pretty horrible.
