I think that 'free' means, given you choose to belong to an organization, it doesn't cost you any 'additional' funds to mail cards out, perhaps beyond the postage to get your cards into the system.
I think the big issue here is outgoing QSL cards. Now, does anyone get their INCOMING cards free, excluding the folks that donate time and energy to sort cards for the various US and DX bureaus as part of what makes the system work?
