I've heard that JARL QSL bureau may put QSL cards to non-members on hold
for a few months and would retry for a delivery later, though this
policy is *not* officially stated.
Various information sources including those from Kusano-san, JA1ELY and
Sakurai-san, JQ2GYU, on this mailing list, and that of CQ Ham Radio
magazine's DX Section, suggest that the operator of JR6TYH/JD1 would
subscribe to the JARL QSL bureau service after finishing his duty in the
island.
BTW many JA ops pays the per-callsign subscription service of JARL QSL
bureau (for secondary or even more callsigns to a member) *after* they
finish their DX operation. The current subscription fee is JPY 3600/yr
for each additional callsign.
