 Kinda sounds like 20 meter cops.
And if you put some ones name on a list I wonder if you might face some 
type of legal action or "black-balling" by that manager who could find that 
you and everyone in your town or state "not in the log".... Hope not.
A difficult issue for sure. I wish I had a good answer. No sure there is one.
