Buy mint stamps from Bill Plum or use an IRC would be my two suggestions,
however...
Cuba is not a rare entity at all, and a good number of strong high-power
frequently-active stations have managers in Spain. If you're hesitant to
send mail to Cuba, just work one of the biggies next time you hear them on
- they're *everywhere* (except for me on 40 SSB, hi hi). See if you can
work CO8ZZ. He has a German manager who turns around QSLs in under 2 weeks.
CO8LY has a Spanish manager who's also very fast.
As a Canadian citizen, I sent a US G$ and (SAE to my US address) to a CO
station last year from Canada, and I've still never gotten a QSL back from
them, so you never know what's going to happen.
