[Dx-qsl] Data ?

This is not QSL related so bear with me. :) I am hearing a LOUD, 40 over 9, 
signal
on 10130.0 and cannot get MixW to decode it. I called a local friend of 
mine and he
is hearing it as well so my thought it was a local store transmitting data 
flew out the
window.
JD1 was on that frequency earlier and I couldn't even hear him for this 
signal.
Anybody have any ideas as to what this signal is ? It runs for a LONG time 
so I don't
think it is produced by one of us.
