[Dx-qsl] IRC question

Hello to All,
I hope this experienced group can shed some factual light on how IRCs really
work.
I'm picking up from various sources using various conversions to Euro with
the price of postage in Germany being what it is that 1 IRC (being 1ドル.75
USD) is not enough to send to get a return QSL card.
I can see why 1 green stamp would not cut it. But, the IRC coupon is part of
an international agreement. It says on the back something to the effect -
Good for the minimum postage of a priority item or an unregistered airmail
letter sent to a foreign country.
I read "minimum postage" to mean the first weight category.
I read "priority item" to mean what we call First Class Air Mail.
My question actually applies not just to Germany....
And, I am sure there is no - one right answer. But, do IRCs work anywhere??
in Europe or the rest of the world?
thanks and 73
Tom, W3TMC
