The Foreign Postage Rates page was updated on 20 Feb 2004. Information 
is slowly trickling in, so I'm sure the page is incomplete. However, one 
thing is sure. Postage rates are on the rise and the USD is dropping on 
the world market. More countries now fall into the "2ドル group." Others 
are close and may soon also be in that group. Germany may soon require 
more than 2ドル USD for return postage. The address for Foreign Postage

The above is what I believe to be true. What follows is satire. If you 
don't care for humor, please disregard the following...
Some ops have been using 2 dollar bills for return postage in an effort 
not to make the envelope appear stuffed with money. With the possibility 
of Germany soon requiring 3 dollars, some are concerned about having to 
put more than one bill in the envelope. Well I have good news. No, I 
didn't just save a bunch of money on car insurance. The US treasury has 
now come up with a new Jackson 3ドル bill. Now is the time to go to your 
bank and stock up on these bills. If your bank doesn't have them yet, 
I'll provide the address where you can see one. If you want one to
