It may not be what you think.
This has happened to a lot of people, myself included.
It's usually caused because the sender did NOT include return postage.
Or.
The return postage was pilfered in the mail.
Or.
Recently the dollar has lost value considerably and if the postage was
provided, it may no longer be enough to return.
I like to give the station the benefit of the doubt. He tried to get
a qsl card back to a requester.
So while it may SEEM to be strange, lets assume he was trying to
overcome obstacles not of his maker.
What makes be believe that is he simply could have chucked the other
qsl request, but he didn't.
So I'm going to assume he tried his best.
I'm a manager, I don't get many 'pilfered' requests, but it does happen.
