Steve,
 The best way to find out is to either contact your sorter (if you know who
it is) or contact the 2-land buro manager.
 I know that being a sorter for the 5 buro, the number of cards has been way down over the past months.
 Since we are all volunteers, sometimes things happen...in my case moving, hospital, etc.
Usually, there is an explanation.
Just ask the right folks.
