[Dx-qsl] Buro rejections

Tom,
 I totally agree. I don't intend for this to be a thread for 
flaming anyone. 
 I am well aware that there are VERY good reasons that
some stations and managers don't use the bureau.
 Like I have said, I just want to know who they are.
