I think Hong Kong is still being treated as a "separate administrative
area." I don't know what the story is with Macao, if it's also being
treated that way or not. Also, I believe HK has an IARU society, but Macao
at present does not, but may have one soon -- that's also part of the entity
criteria. To be honest, I fully expected both to move to the Deleted list
after they were turned back over to the Bejing government.
As far as the prefixes go, Hong Kong retained the VS & VR prefixes -- that's
why Pitcairn changed from VR6 to VP6. I don't know if Portugal handed over
the XX prefix along with the territory.
John, you've asked a very good question. Thing is, it should be asked of
NC1L at the DXCC desk for the best answer.

Why are VR-Hong Kong, and XX9 Macao still on the list?
 As I understand it, they are now both part of China,
and should be using a B prefix, instead of the United
Kingdom and Portugese prefixes, respectively.
