A quick check of DX Summit (via Pathfinder) for 1997 & 1998 shows Ali via
both Box 9392
Amman, Jordan; and Box 5124, Gaza, Palestine. There were only a handful of
spots.
The QSLInfo database shows two routes, ZC6A via K3IRV (entry dated February
2001); and Ali, PO Box 72, Gaza, Palestine (entry dated February 1996)
OZ7C's database shows the route via KB6NAN (entry dated August 1999)
And Google has several pointers to JY4NE's web pages, which includes the
ZC6A log(s). And he would be the one to ask, since Ali is/was JY4NE, E44A,
and ZC6A.
I may be mistaken (certainly wouldn't be the first time) but I don't think
this one count towards the current E4 entity.

When asked "If you had been in President Clinton's place, would you have
resigned?",
Republican Member of the House of Representatives Dick Armey replied:
"If I were in the President's place, I would not have gotten a chance to
resign. I would be laying in a pool of my own blood, hearing Mrs. Armey
standing over me saying, "How do I reload this damn thing?"
