Just curious, what countries are still notorious for doing this today? I've 
never seen this mentioned in any other forum (countries actually requiring 
mail to be unsealed, etc), and a good list of these countries might go a 
long way to helping cards get to their intended recipients both ways.
While tampering is pretty well known to happen in the old Soviet republics 
(and I've heard the same said for South and Central America), I've not 
heard of in being a requirement to send mail this way.
The only blatant evidence of tampering I've ever come across was the card 
from AP2IA. It was extremely obvious that the envelope had been opened and 
re-sealed afterwards, and not a good job at covering it up had been made.
