destination, or arrived but deprieved of its valuable content. In later
case expect the cards via the bureau.

Which would again beg the question; why did they have to arrange for =
QSL'ing through a country with an unreliable postal system? I took my =
chances and included only a single greenstamp and marked up the envelope =
to look like commercial advertising including a postage sticker rather =
than a stamp. I have not yet received a response and I sent mine on =
5/21. Had it been sent to country with a reliable postal system, I =
would have included a donation but in this case I was only willing to =
risk 1ドル. I am sure this has cut down on the amount of contributions =
they might normally have received. I already lost 2 IRC's to XW=D8X =
this year.
