Buzz,
Most of those are contest calls, and those QSls are traditionally
not responed, ot even QSLs not printed.
I have received couple of those via the bureau.
Please note that in YO there is one centralized incoming bureau, whereas
each and every region has its own outgoing bureau. Those small
bureaus send small packages, and very infrequently.
