Funny...I just went thru the exactly the same thing and called that 
number...I just a coupla hours ago rec'd my call from the manager of the 3 
branches here in Niagara Falls....I have in the past sent out alot of IRC's 
but since I bacame a Qsl Mgr and had to redeem them was at times a 
problem....now all branches and clerks are being instructed on them.....so 
she said......The biggest problem with them was redeeming them for the 
PVI's....the machine generated stamps....I like using these on my QSLs and 
ones that I manage when sending to countries with less than ideal postal 
systems....I think maybe it lessens the chance of mail lost to foriegn stamp 
collectors and on my QSL's I like to make them look as plain and official as 
possible....
The problem with the PVI's is that the computer does not have a function for 
changing IRC's to PVI's and they say it cant be done....but it can and 
should...so the Manager is writing up a request of some kind to have the 
program or something in it changed somehow all over the US!......That phone 
number works and i would highly advise anyone having any problems with IRC's 
print out the section on IRC's from the IMM on the USPS website and take it 
to the PO with you.....if the employees cant or do not want to understand 
it....CALL THE NUMBER....its their job....73/GL
