[Dx-qsl] IRC's in the US

I have two Postoffices about the same distance from my house (in different
directions). When I go into one postoffice with IRC's, all the Clerks run,
they flat refuse to have anything to do with IRC's (will not cash them.
period).
The other Postoffice give me not problem. I walk in with 200 IRC's and they
give me 200 .80c stamps. If they do not have enought stamps on hand they
order for me and tell me to come back. When I do, I can exchange up to 500
at a time. Now that is service.
Now someone tell me, why the difference between the two?
