I've noticed the same thing with the ex-YU countries (9A, S5, T9, Z3). 
After getting back on the air two years ago after a long absence, these
were all new ones for me, but I'm still waiting for 9A and T9
confirmations inspite of many cards sent direct (with SAE/GS) and via
the bureau (likewise the "new" OK and OM).
