[Dx-qsl] IRC/GS/EURO chart

Made some changes.
Dropped exchange rate info as I can't keep up with it and wrong data is
worse than no data.
Added: Euro required to send a qsl to the USA.
Problem here that I see is that I think the smallest Euro note is 5. For
instance, this would be way over the necessary amount to post a sae/qsl from
Germany to the USA.
And I don't think sending Euro coins would work well.
Maybe some Euro country hams can correct this or make suggestions.
I want to remind everyone that many countries extract a fee for exchanging
USA GS to the native currency. In some cases the fee is larger than
practical or they have to have a minimum that they are exchanging.
This detail makes IRC's more practical for the manager.
Some non USA hams have commented that unless they use a major city post
office, IRC'S are difficult to exchange. As has USA hams.
