Pampanga is a province (Like a U.S. state) where the former Clark Air Base
is located along with several major cities. The address you have would be
the same as if someone sent you a QSL addressed to:
WESLEY R QUINN, K4WES
North Carolina
USA
I took a look at: http://phow.agiw.net/
but also did not find him. You might try that web site, go to DU3, and
email some of the guys there and see if they may have some info. He may be
a member of a club or may have a local ham buddy that may be able to put
you in touch. You might try an email to DX1PAR at: [email protected]
(PARA, the National Radio Club of the Philippines) and see if he has an
address registered with them and/or the DU QSL Buro.
