The primary difference is that the *WEIGHT* of the letter is not defined 
by the UPU, but by the individual postal administration of each country. 
In the UK, a single IRC covers up to 10 grams to an intercontinental 
destination, but up to 20 grams to a European destination.
With the growing tendency for the major expeditions to use four or six 
sided cards, the 10 gram barrier is very quickly broken.
I've said it many times before and I'll say it again - IRCs represent 
very poor value for money. US dollar bills are much preferred at this 
end, but no other foreign currency please.
