A donation is something you give voluntarily with no expectation
 of return.
I may donate to Cancer Research, Leukemia Research, or to
the Cats Protection League, because I approve of what they
 are doing.
I may donate to a DX foundation, or a DXpedition, for the same
 reason.
But I am not going to donate to a QSL Manager just to jump my
place in the queue for a QSL card. That may be the privilige of the
 rich in a corrupt world.

We already have some managers asking for two IRCs when they only
need one. Next thing will we will have to pay 5ドル a time for a card
from
an expedition set up for the glorification of the participants.
Remember when Don Miller got into trouble for "not hearing" the
calls of guys who had not donated?
You work a station, you are entitled to a QSL if you want one. No
priority treatment please. The point about a donation is that is not
compulsory. It is not relevant to QSL'ing.
